MINUTES OF THE BOARD OF DIRECTORS MEETING OF THE EAGLE’S VIEW HOMEOWNERS ASSOCIATION HELD ON TUESDAY APRIL 29, 2002, AT THE RICHARD BROWN AUDITORIUM, TIGARD, OREGON.

BY INVITATION: Lorenzo, WASHINGTON COUNTY CRIME PREVENTION

I.                  CALL TO ORDER

Gary Davis calls the meeting to order at 7:15 p.m.

 

 

II.               MINUTES OF LAST MEETING APPROVED

Motion by Wynne Wakkila, second by Jeanne Christiansen

 

III.           INTRODUCTION OF BOARD MEMBERS

Letter with director names and term lengths attached

 

IV.             2002 INCOME AND EXPENDITURE REVIEW

2002 Income statement was reviewed by all present, copy attached to original minutes

 

V.                2003 BUDGET REVIEW

Income and expenses budgeted for 2003 were reviewed

 

 

VI.             1ST QUARTER 2003 INCOME STATEMENT REVIEW

Review of first quarter 2003 shows $9301.09 Income

Balance sheet as of 3-31-03 shows $21460.05 balance

 

 

         

VII.         BACKFLOW PREVENTER TESTING

Gary presented an opportunity for residents to get a better cost on testing by signing up as group with ProGrass. Sign up sheet was at entry to meeting. A note will also go out in the mail to all home owners.

 

VIII. REVIEW OF ASSOCIATION DUES ARREARAGE

A demand letter prepared by retained attorney was read by Karl

Letter was approved to be sent to all homeowners behind in payment of dues

Review of lien possibilities on non paying households

 

IX.    REVIEW OF PARKING ISSUES ON PRIVATE DRIVES

Eagles View Homeowners Private Street Parking Guidelines adopted by the Board of Directors were reviewed with all present

Question was raised about authority to create guidelines for public streets, Gary pointed out these lanes were private and controlled by Eagles HOA board.

 

X.                ADJOURNMENT

There being no further business meeting was adjourned at 8:05 pm

 

 

Following annual meeting a presentation was made by Lorenzo from the Washington County Crime Prevention Unit.

 

Following that presentation a home owner asked for the floor to ask for an exception to the newly adopted parking guidelines. Gary said that would not be possible until next scheduled board meeting as this meeting had been formally adjourned.
