MINUTES OF THE BOARD OF DIRECTORS MEETING OF THE EAGLE’S VIEW HOMEOWNERS ASSOCIATION HELD ON TUESDAY JULY 8TH, AT THE HOME OF GARY DAVIS,  TIGARD, OREGON.

I.                  CALL TO ORDER

Gary Davis calls the meeting to order at 7:08 p.m.

 

 

II.               MINUTES OF LAST MEETING APPROVED

Motion by Wynne Wakkila, second by Jeanne Christiansen

 

 

III.           TREASURER REPORT

Checking account balance $18759.89

 

 

 

IV.             REPORTS OF COMMITTEES

Architectural Committee

   Trailer removed 7-4-03

   Boat on Tewkesbury put in garage

   Boat & trailer removed

   Signage installed on private drives

   Neighborhood Watch sign put up

   Reviewed CC&R’s with JLS homes

Neighborhood Watch

   Next meeting July 22nd-dinner meeting

Maintenance and Repair

   Split rail fence installed

   Sprinklers repaired and operating

   Called Venture about poor condition of two retention ponds

 

V.                OLD BUSINESS

1. Parking on private streets

      Have revised parking guidelines to reflect narrow width of Tewkesbury Place

Are there any others to revise? To be discussed.

 

2. Legal Issues

Discussed action for all owners in arrears

Credit reporting companies contacted for cost of reporting bad debts

Latest demand letter got good results, many checks received

All homeowners with balance over $160 will get letter from attorney along with information that any balances over $200 will be subject to lien and reported to credit agency-approved by board

 

3. Financial issues

$5000 is in cd’s at Washington Federal $3000 in 2 year and $2000 in 1 year

Discussed putting additional cash in cd’s

 

VI. NEW BUSINESS

1. Accounting issues

      Have names of two CPA firms and will contact to price audit

2. Backflow Prevention Testing

      Program in Tigard is currently voluntary. Recommended we send out more

      information next January to all homeowners

3. Maintenance Issues

      Recommended getting play structure re-stained for $220 - approved

      Approved getting all four dead end street barricades re-painted

      Labor $160 and $28 for paint

      Have requested quotes from ProGrass to clean up and sod the

      Barricade at the end of Tewkesbury Ct.; dirt and sod to repair area

      in the main common area; replace dead tree and fix up monument area

      on 141st.

      Approved benches for play structure area-great for parents watching kids

      Discussed additional benches in the main park in the future

4. Mailing to all homeowners

      Annual meeting minutes

      Parking guidelines

      Letter requesting phone number and email addresses

5. Approved purchase of CAI cd on management of HOA for $295

 

6. Set next meeting date for Oct. 14 at home of Gary Davis
