MINUTES OF THE BOARD OF DIRECTORS MEETING OF THE EAGLE’S VIEW HOMEOWNERS ASSOCIATION HELD ON TUESDAY JULY 8TH, AT THE HOME OF GARY DAVIS, TIGARD, OREGON.

TREASURE REPORT

            Checking Account Balance is currently $20,815.44 at US Bank and $10,000 at Washington Federal in CD’s

 

REPORTS OF COMMITTEES

            Architectural Control Committee

            -           JLS Custom Homes is following CC&R’s for construction materials on the 4 of 9 lots they own and are building on.

            -           We need to have ACC guidelines developed for annual meeting.  Gary will contact some interested homeowners for assistance.

            -           There are concerns that the home on the corner of Tewkesbury and Woodhue may be used as a church.  We are watching and have been in touch with the City of Tigard Zoning office.

            -           Letter will be sent to the owners of the motor home parked on Woodhue for over a week.

 

            Neighborhood Watch

            -           The Certificate was presented by the Sheriff.  54 homeowners or family members attended. Potluck will be an annual event.  We will create a line item budget for this committee.

            -           Our HOA provided three door prizes, JLS provided two and ProGrass provided the grand prize.

           

 

Maintenance and Repair

            -           Play structure stained and additional swing installed.

            -           Red/White Barricade signs painted

            -           After a call to Venture Properties about poor condition of the two retention ponds. Oregon Landscape doing better job now.

 

OLD BUSINESS

1. Maintenance

            -           Board approved landscaping the electric vault on Colyer, just down from the EV Monument, by ProGrass.

            -           At the request of homeowners on Tewkesbury Court, Gary Davis is obtaining quotes to pave and curb the end of the street rather than install grass.  This would increase parking, turnaround and eliminate a drainage issue.

            -           The Board approved the purchase of one bench for the area by the playstructure for $429.

 

2. Legal Issues

                        a. Currently there are 13 homeowners is arrears for a total owing of $2818.08.

                        b. Latest letter got some attention.

                        d. All homeowners over $200 should get letter from attorney and have attorney add paragraph that we will be doing lien’s and credit reporting when anyone goes over $200.00.

 

3.         Financial Issues

            -           $10,000 is in CD’s at Washington Federal.

            -           Signature cards for the latest $5,000 were signed by Board Members present.

            -           Bills paid since last meeting in July have been for landscape, water, electricity and the neighborhood watch potluck.

 

4. Backflow Prevention Testing.

            Program in Tigard is voluntary for now.  Information will be sent out next January to all homeowners.  Majority will have been in homes for year or more.  We will get more commitment from homeowners.  This will be an item for Homeowners annual meeting.

 

5. A mailing was sent to all homeowners and included:

                        Parking guidelines

                        Letter to get phone no. and e-mail addresses

 

NEW BUSINESS

1 Accounting issues.

            Gary Davis still needs to contact two CPA firms for pricing for our annual audit.

 

2. Legal Issues:

            Russell Hanf reported that he had contacted Lot 24 several times to no avail.

            Mr. Hanf was directed by the board to send final letter to Lot 119 as we have a signed agreement as to payment terms and have not received any further monies.

            Letter to Cal-Western in reference to Lot 76 has received no response.  House is empty.  Owner has a condo in Beaverton.  Because the Lot is very tacky the Board approved the expenditure of  $125 for lot winterization and put lien on home for back dues and cost of cleanup.

            Other 11 lots – suggest we wait to end of month and then have Russell send letters again.

 

3. Financial

            We need to start work on 2004 budget.

            The Board approved the rental of a Safe Deposit Box at US Bank for the $10,000 in CD’s.  Cost is $25/year and it was felt that this was a safer place for the CD’s than at someone’s home.

            The Treasurer has a very old accounting program and it needs to be upgraded.  Board approved the Treasurer picking between one of two programs.

 

4. Annexation of Bull Mountain by the City of Tigard was briefly discussed.

 

5. Date for annual meeting was set for January 20, 2004.  We will reserve City of Tigard Water Building.

 

6. Board approved the President attending the CAI dinner Meeting to learn more about Reserve calculations.  Dinner is $20.

 

7. Next meeting date is Tuesday, December 9 at 7:00pm Wynne Wakkilas’ home (15552 SW 141st Avenue.

 

There were no homeowner’s comments other than concern about the pending Annexation vote.
