MINUTES OF THE BOARD OF DIRECTORS MEETING OF THE EAGLE’S VIEW HOMEOWNERS ASSOCIATION HELD ON TUESDAY, MARCH 16, 2004, AT THE HOME OF GARY DAVIS, TIGARD, OREGON.

MINUTES OF LAST BOARD MEETING WERE APPROVED
TREASURE REPORT
· Checking account balance $25,020.45
REPORTS OF COMMITTEES:
1. Architectural Control Committee
· Committee is currently working on the ACC Draft Guidelines
2. Neighborhood Watch
· The next Neighborhood Watch meeting is set for March 31st. There will be a potluck at 6:00 pm and the meeting will begin at 7:00 pm. This meeting may be cancelled if there is a poor turnout.
· There were 54 attendees last year at our First Annual Summer Potluck
· Will check with vendors for door prizes
· There is a preliminary plan for our 2nd annual Neighborhood Watch meeting.
3. Maintenance & Repair
· The two trees on 141st have been replaced
· There will be new flowers and clean up in April by Prograss at the North and South entrances to get ready for Spring.
OLD BUSINESS
1. Maintenance
· Gary is still working on the paving vs. grass at the West end of Tewkesbury Court
· Bill for Russell Hanf, Attorney – it was approved to pay an additional $1,000 for a retainer. Will ask for a bill bi-monthly or quarterly billing status.
2. Legal issues
· Status of homeowner’s in rear – anyone past due by 3 months or more are charged a 1% on unpaid balance
· Gary will send a letter to those homeowner’s who are past due between $80 - $200. Anything over $200 will get a letter from the attorney.
·
Since we took over in 2002, we
went from $8,000 of unpaid HOA dues to $2,300.
3. Annexation of Bull Mountain – please refer to Wynne’s e-mails regarding this issue.
4. ASR Well
· At the Board Meeting of the EAGLES VIEW Homeowners Association several homeowners addressed the board on the proposed ASR test well. Several suggestions were made as to what we, the Eagles View homeowners, might receive for our granting an easement to the City of Tigard Water District for a well, well house and road access.
· Gary and Wynn will pass out an ASR Test Well Information sheet and ask for the Homeowner’s feedback.
· The board will meet and decide this issue on 31 March at 7:00 pm at the home of Wynne Wakkila (15552 SW 141st. Ave.). Remember all homeowners are welcome at the meetings.
· Suggestions (in no particular order):
1. Install/Move well and well house as far north from proposed location as is possible
2. Provide all water for the irrigation of our greenspace ($5500 value)
3. Pay all of our legal fees associated with the easement
4. Volleyball pit
5. Exercise Trail
6. Four Park Benches ($500 each installed)
7. Covered pavilion with charcoal Bar-B-Que and picnic benches
8. Fencing for homes that are impacted by the well house
9. Tennis/Basketball Court adjacent to well house (may be a problem with BPA & PGE)
10. Water fountain where kids can run through water (may be a problem with BPA & PGE)
11. Landscaping around well house and road access (Will be part of conditional use permit)
12. Irrigated community garden
· Gary and Carol Davis and Jeanne Christensen visited the two of the four ASR well sites in Beaverton and received the following information.
· The City of Beaverton bought two lots in a subdivision for their next ASR well. Cost - $180,000
· The HOA has input through their developer as to what the well house will look like.
· The Highland HOA received nothing from the City of Beaverton because the City bought the lots.
· The City will build a house like structure to enclose the well. The house will look just like the surrounding neighborhood and will be completely landscaped and fenced.
· The City has learned a lot about soundproofing to minimize the noise from the pump. It will sound like an air conditioner at the property line (75db).
· The pumps (and associated noise) only run for six months of the year (mid May to Mid September)
· The venting of heat created by the well pump has been an issue, but will be solved by using an air conditioner/heater (similar to our homes).
· There will be a diesel power generator in the event of a power outage at the site. This unit would make a noise like a semi trucks diesel engine running all day and night until normal power is restored.
· Well house would be operated remotely, but personnel from the city would come by three times a week.
· Security in the form of exterior cameras and interior motion sensors, tied to the Police Department will be installed as they are now required by the Department of Homeland Security.
· This issue will be decided at the next Board Meeting (see below)
